If you have a Mac, you can just open the song (assuming you have it) in GarageBand. Then trim it to less than 40 seconds. See if it loops well and whatnot. Then click on the Share menu – select Send Ringtone to iTunes.
That should do it. There are also whole lot of apps that would create ringtones for you. RingtoneMaker Pro is the best one. The free one is decent, but Pro is SO worth the 99 cents.
You have complete control over it. The app automatically amplifies the sound very loud and choosing it as a ringtone is a breeze.
I would suggest that you don’t use Cydia or the “ringtone maker websites”. Cydia is just evil, it’ll download all kinds of sh!t that you can’t see and slow down your phone. (Trust me, there are reasons Apple doesn’t allow those apps). And those websites will DRIVE YOU NUTS with text messages and emails. Stay away from them.

(I know it’s not a completely free solution, but it’s better than spending two bucks (or more) via iTunes for every single ringtone, or going crazy with a slow phone or unwanted communications w/ creepy offers)
I googled a similar question last several days. in attempting to search the answer I found a way to obtain the iOS4 for free from http://www.2iphone4source.tk. the phone arrived in 4 days n it’s going to be awesome.

look in the app store, search up the word ringtones… theres gonna be a bunch of apps, free and paid.
just get anyone one that you want and install through installous if it is a paid app
most of the ringtone apps are simple and easy to use.
i have ringtone maker pro (Rmaker pro)
and another app called “ringtones”
another way to go would be to go on your computer and go to mobile 17 .com and make a ringtone there… really good quality.. “theres an app for that too”<< but no in installous for some reason… i have no idea why, but i cant find it in installous.
