I downloaded Cydia trying to jailbreak my iPhone 4. It went good at first I was able to download a few packages but when I downloaded the 3rd one my phone got stuck on the loading screen with the spinning circle or whatever it is. I tried reseting it restoring it and I even took it to at&t but they didnt know what to do. My dad is going to take it to apple but I was wondering what I could do to fix it.

WOW, Im really glad you came to us before bringing it to Apple, consider yourself lucky. Jailbreaking will void your warranty on your phone, so if Apple sees you jailbroken or atleast tried to (and they will)
They will kill your warranty, so not only will they not help you fix it, they will screw you. The workaround is normally to restore and Apple cant see any Jailbreak traces, but since you cant even restore…
Did you try a hard restart? Press the home and power button at the same time and hold them down for 8 seconds, this will 90% chance work.
If you are still stuck, you may want to wait until your battery drains completely (should be less than a week) and power it back up, should return to normal.
