I would like to be able to connect my android phone to the laptop, and be able to connect to the internet.

Settings > Wireless & Networks > Portable Hotpot > Portable Wi-Fi Hotspot
A word of warning: some phone companies add an extra charge for enabling this feature. I would suggest consulting your phone company before enabling the feature.

Simply connect your phone to computer using cable, go to settings > Wireless & Network > Tethering & portable hotspot > there select “USB thethering” & that’s it now your computer is connected to internet
You can also using internet without cable using “Portable Wi-Fi Hotspot setting”. Hope that helps 
if your phone is rooted you can use easy tether via USB cable
connect it via the USB cable and then select Tethering will take a minute for your laptop to pickup the phone as a connection, but should work fine from there on.
