i have a 4th generation iPod touch with 4.3.3 (8j2) and i was wondering if there is a radio app that they have released that will let me listen to the radio without having to have a WiFi connection?

This has never been available on apple besides a few lesser models. However, tune in radio lets you record and save radio so you can listen to it later even if wifi is unavailable.
WiFi is necessary to stream radio via any app.
